{"id":22599,"date":"2022-04-20T23:15:44","date_gmt":"2022-04-20T23:15:44","guid":{"rendered":"https:\/\/davidgerard.co.uk\/blockchain\/?p=22599"},"modified":"2022-04-23T11:24:40","modified_gmt":"2022-04-23T11:24:40","slug":"el-salvador-bukele-goes-full-dictator-chivo-theft-bitcoin-towers","status":"publish","type":"post","link":"https:\/\/davidgerard.co.uk\/blockchain\/2022\/04\/20\/el-salvador-bukele-goes-full-dictator-chivo-theft-bitcoin-towers\/","title":{"rendered":"El Salvador: Bukele goes full dictator, Chivo theft, Bitcoin Towers"},"content":{"rendered":"<p>Bitcoin is not the biggest problem in El Salvador right now \u2014 it&#8217;s Bukele using the gangs to go as full dictator as he thinks he can get away with.<\/p>\n<p>Bitcoin continues to be a problem as well, of course.<\/p>\n<h3>Cracking down<\/h3>\n<p>On Sunday 27 March, President Nayib Bukele demanded that the Legislative Assembly declare a thirty-day state of emergency over gang violence that led to 62 murders on Saturday 26 March.<\/p>\n<p>Constitutional rights that were suspended include freedom of gathering and association, the right to legal defence, and the inviolability of correspondence and telecommunications. Suspects can be held for 15 days, up from 72 hours. [<a href=\"https:\/\/www.laprensalatina.com\/el-salvador-isolates-imprisoned-gang-members-after-emergency-decreed\/\"><i>La Prensa Latina<\/i><\/a>]<\/p>\n<p>This is being enforced in Bukele\u2019s standard style: flashy action for the cameras, and not so much attention to details.<\/p>\n<p>With 12,000 arrests so far, there are many reports of apparently arbitrary arrests to meet quotas. Four baristas at 1200 Caf\u00e9, an award-winning coffee shop, were arrested while wearing their work uniforms and were paraded about as criminals. The baristas were only released after the hashtag #1200cafe became a trending topic from people tweeting about their arrest. With the right to defence suspended, hashtags have been working better than lawyers. [<a href=\"https:\/\/twitter.com\/ivygarzas\/status\/1512833921964199960\"><i>Twitter<\/i><\/a>]<\/p>\n<p>There are also gang member arrests, of actual gang members, who are paraded around to show how effective the police are &#8230; and who then turn out to have been past activists for Bukele\u2019s Nuevas Ideas party. [<a href=\"https:\/\/twitter.com\/ElTrompudo2022\/status\/1516229680357154821\"><i>Twitter<\/i><\/a>]<\/p>\n<p>Bukele has threatened to starve those designated as gang members in jail. \u201cThere are rumors that they want to start taking revenge on random, honest people. If they do that, there won&#8217;t even be one meal in prisons. I swear to God they won&#8217;t eat a grain of rice, and let&#8217;s see how long they last.\u201d [<a href=\"https:\/\/news.yahoo.com\/el-salvador-leader-says-hell-192323298.html\"><i>Yahoo! News<\/i><\/a>]<\/p>\n<p>Bukele has gone into open war on journalists in El Salvador, accusing them of having gang relatives and so on. El Faro wrote about the judge who freed an MS-13 gang leader who was to be extradited to the US. Nuevas Ideas accused the journalist of being linked to the gangs. [<a href=\"https:\/\/twitter.com\/TheBitcoinConf\/status\/1511751005377073154\"><i>Twitter<\/i><\/a>]<\/p>\n<p>Let\u2019s see if the state of emergency is lifted in a week.<\/p>\n<h3>How badly has Bukele screwed himself?<\/h3>\n<p>The state of emergency is being used as a public relations operation to distract from Bukele\u2019s economic woes, as well as El Salvador\u2019s ghastly murder rate.<\/p>\n<p>After Nuevas Ideas gained a solid majority in the Legislative Assembly in the May 2021 elections, Bukele rammed through bills with no discussion and no notice, and spent money like water.<\/p>\n<p>This made him popular with his base \u2014 but El Salvador uses the US dollar as its currency, and deficit spending has to be paid back in short order. The 2021 budget deficit was $1.417 billion. [<a href=\"https:\/\/tradingeconomics.com\/el-salvador\/government-budget-value\"><i>Trading Economics<\/i><\/a>]<\/p>\n<p>Ricardo Valencia has written an excellent opinion piece in El Faro about how the war in Ukraine means Bukele has screwed himself with his bid for isolationism, and his fondness for what Valencia calls Vladimir Putin\u2019s approach to propaganda. Extremist libertarians turn out not to be enough of a market. Valencia also thinks the prospective market for Bitcoin Bonds included a lot of now-sanctioned Russians. [<a href=\"https:\/\/elfaro.net\/es\/202203\/columnas\/26083\/La-guerra-en-Ucrania-evapora-la-red-de-propaganda-internacional-de-Bukele.htm\"><i>El Faro<\/i><\/a><i>, in Spanish<\/i>]<\/p>\n<p>(The local term for \u201ctroll farm\u201d is \u201ctroll center\u201d in English \u2014 a pun on \u201ccall centre,\u201d one of El Salvador\u2019s major industries.)<\/p>\n<p>Carlos E. Vela at Elsalvador.com thinks much the same \u2014 the country is in debt, the World Bank and IMF won\u2019t help, Bukele spends recklessly, and he thinks isolationism will work for him. Bukele is not letting this crisis go to waste. [<a href=\"https:\/\/www.elsalvador.com\/opinion\/editoriales\/nayib-bukele-pandillas\/943928\/2022\/\"><i>Elsalvador.com<\/i><\/a><i>, in Spanish<\/i>]<\/p>\n<p>(Vela suggests in this piece that Bukele orchestrated the gang violence as an excuse for the crackdown. This is a commentary on Bukele&#8217;s suggestion that the violence was orchestrated by the opposition, the local non-governmental organisations and George Soros.)<\/p>\n<h3>Liberty for me<\/h3>\n<p>Libertarians who aren\u2019t so concerned about other people\u2019s liberties continue to be honoured guests of the President. They have dinners with the government, and go for helicopter tours of the LaGeo plant in Usulut\u00e1n and visits to Bitcoin Beach. Government media came along to publicise the tours.<\/p>\n<p>As well as Max Keiser, Stacy Herbert and Samson Mow (again), visitors include Mexican billionaire Ricardo Salinas Pliego, owner of TV Azteca, and Changpeng Zhao from the Binance crypto exchange. His new company is called JAN3, and he wants it to build <a href=\"https:\/\/davidgerard.co.uk\/blockchain\/2021\/11\/21\/el-salvador-a-1-billion-bitcoin-bond-to-set-up-bitcoin-city\/\">Bitcoin City!<\/a><\/p>\n<p>JAN3 already has $21 million in funding. The funding round was led by Alistair Milne of the Atlanta Digital Currency Fund, Chun Wang of F2Pool and Max Keiser\u2019s new fund, El Zonte Capital. [<a href=\"https:\/\/medium.com\/coinmonks\/jan3-a-new-company-founded-by-samson-mow-is-assisting-in-the-construction-of-bitcoin-city-in-el-cebd47fe2e1d\"><i>Medium<\/i><\/a><i>; <\/i><a href=\"https:\/\/cointelegraph.com\/news\/samson-mow-s-new-company-jan3-helping-build-bitcoin-city-in-el-salvador\"><i>CoinTelegraph<\/i><\/a>]<\/p>\n<p>The Bitcoin Bonds, <a href=\"https:\/\/davidgerard.co.uk\/blockchain\/2022\/03\/23\/dont-take-me-down-to-bitcoin-city-el-salvador-volcano-bonds-delayed\/\">expected to be issued in March,<\/a> still haven\u2019t shown up. The government is probably busy keeping everyone safe with random arrests.<\/p>\n<p>Crypto exchange Bitfinex hopes the Bitcoin Bonds will be just the first government and corporate bonds they issue, to raise funds from \u201ccrypto-focused investors.\u201d Paolo Ardoino of Bitfinex told The Block that they regarded the Salvadoran bond as a \u201closs leader.\u201d [<a href=\"https:\/\/www.theblockcrypto.com\/news+\/141990\/bitfinex-hopes-el-salvadors-bitcoin-bond-will-be-just-one-of-many-tokenized-offerings-on-its-platform\"><i>The Block<\/i><\/a><i>, paywalled<\/i>]<\/p>\n<p>Which non-sanctioned entities are going to buy El Salvador\u2019s Volcano Bonds? \u201cThere is a ton of wealth that is outside the banking system and wants to remain outside it,\u201d said \u201cone industry executive who has experience of working with Bitfinex.\u201d Does that translate to <i>anyone<\/i> other than \u201ccrooks\u201d? [<a href=\"https:\/\/www.ft.com\/content\/4fa63c8c-51f5-4512-b522-76dd75e62916\"><i>FT<\/i><\/a><i>, paywalled<\/i>]<\/p>\n<p>Bukele says the delay in the Bitcoin Bonds is because the government is busy finalising the pension reform \u2014 where they nationalise the pension funds, which a lot of observers think is Bukele trying to raid the funds. [<a href=\"https:\/\/twitter.com\/nayibbukele\/status\/1506765451967279109\"><i>Twitter<\/i><\/a>]<\/p>\n<p>Paolo Ardoino has tweeted that \u201cBitfinex and Tether have set up a relief fund to help the families of the people affected by the pandillas in El Salvador,\u201d to which they\u2019re donating 25 BTC (about $1 million). No other details are available as yet. It&#8217;s reminiscent of Tether&#8217;s &#8220;Deltec Cares&#8221; initiative in 2020, which gave a similar lack of detail. The bank notified the Fiscalia (attorney general), and the Fiscalia asked the bank to freeze the funds. The culprit was caught. The government has now asked banks to monitor large transfers to or from Chivo more closely.<\/p>\n<p>There hasn\u2019t been any official statement \u2014 but the sequence of events has been confirmed by two bank sources and one government source. The theft was covered up so that it wouldn\u2019t be announced just before Bukele\u2019s planned appearance at Bitcoin 2022 in Miami. [<a href=\"https:\/\/twitter.com\/Jbeltranluna_\/status\/1513664088181776385\"><i>Twitter<\/i><\/a><i>; <\/i><a href=\"https:\/\/twitter.com\/mxgxw_gamma\/status\/1514265188308033537\"><i>Twitter<\/i><\/a>]<\/p>\n<p>This appears to be standard practice in El Salvador \u2014 Banco Agricola suffered a breach in 2021, and didn\u2019t admit it until the rumours were all over Twitter. [<a href=\"https:\/\/elsalvadorgram.com\/2021\/08\/incrementan-denuncias-de-robo-de-dinero-en-cuentas-de-ahorro-del-banco-agricola\/\"><i>Elsavadorgram<\/i><\/a><i>, 2021<\/i>]<\/p>\n<p>There are rumours that Bukele will claim a Bitcoin \u201chack\u201d \u2014 though the bitcoins are apparently in custody in BitGo.\u00a0 But claiming the BTC backing your liabilities was stolen is a time-honoured exit scam.<\/p>\n<p>Chivo remains as popular as ever with ordinary Salvadorans. &#8220;He has $2.57 worth of bitcoin in his Chivo Wallet and the bus costs $0.50. But buses do not accept bitcoin \u2014 and it&#8217;s probably for the best. &#8216;If they accepted bitcoin it would be absolute chaos,&#8217; he says. &#8216;It can take up to 15 minutes to pay. Imagine.'&#8221; [<a href=\"https:\/\/www.abc.net.au\/news\/2022-04-04\/el-salvador-bitcoin-experiment-cryptocurrency-legal-tender\/100928650\"><i>ABC<\/i><\/a>]<\/p>\n<p>Douglas Rodr\u00edguez, president of the Banco Central de Reserva (BCR), puts El Salvador\u2019s total remittance income in January and February 2022 at\u00a0 $552.7 million and $572.6 million respectively, for a total of $1.125 billion. Of that, $19 million came in via the Chivo wallet \u2014 that\u2019s 1.7%. The apartments themselves will also be marketed as NFTs. Fusso shows no signs of having existed before a month ago.
