{"id":1494,"date":"2017-10-16T22:52:08","date_gmt":"2017-10-16T22:52:08","guid":{"rendered":"https:\/\/davidgerard.co.uk\/blockchain\/?p=1494"},"modified":"2017-10-17T11:34:27","modified_gmt":"2017-10-17T11:34:27","slug":"the-russian-cryptoruble-story-whats-actually-happening-here","status":"publish","type":"post","link":"https:\/\/davidgerard.co.uk\/blockchain\/2017\/10\/16\/the-russian-cryptoruble-story-whats-actually-happening-here\/","title":{"rendered":"The Russian &#8220;cryptoruble&#8221; story: what&#8217;s actually happening here"},"content":{"rendered":"<p>Bitcoin news site CoinTelegraph made a splash today with a story about <a href=\"https:\/\/cointelegraph.com\/news\/breaking-russia-issuing-cryptoruble\">Russia starting its own cryptocurrency<\/a>, the &#8220;cryptoruble&#8221;:<\/p>\n<blockquote><p>While the announcement means that Russia will enter the cryptocurrency world &#8230;<\/p><\/blockquote>\n<p>As clickable headlines in the cryptocurrency press often do, it got picked up by the <a href=\"https:\/\/techcrunch.com\/2017\/10\/15\/russia-may-soon-issue-its-own-official-blockchain-based-currency-the-cryptoruble\/\">tech press<\/a>, though it&#8217;s yet to make it to the mainstream press. But what&#8217;s the substance of it?<\/p>\n<p>CoinTelegraph didn&#8217;t link its &#8220;local news sources,&#8221; but I tracked down what looks like the <a href=\"http:\/\/www.aif.ru\/money\/economy\/rossiya_vypustit_sobstvennuyu_kriptovalyutu_ministr_svyazi\">original<\/a>, or close to it, from <a href=\"https:\/\/en.wikipedia.org\/wiki\/Argumenty_i_Fakty\"><em>A<\/em><i>rgumenty i Fakty<\/i><\/a> on Saturday: <a href=\"https:\/\/translate.googleusercontent.com\/translate_c?depth=1&amp;hl=en&amp;prev=search&amp;rurl=translate.google.co.uk&amp;sl=ru&amp;sp=nmt4&amp;u=http:\/\/www.aif.ru\/money\/economy\/rossiya_vypustit_sobstvennuyu_kriptovalyutu_ministr_svyazi&amp;usg=ALkJrhjNq3UhMHqXqrxSoOtw6GXwEmIZfA\"><span class=\"notranslate\">&#8220;Russia will issue its own crypto currency\u00a0\u2014 Minister for Communications<\/span>&#8220;<\/a>.<\/p>\n<p><a href=\"https:\/\/davidgerard.co.uk\/blockchain\/2017\/10\/16\/the-russian-cryptoruble-story-whats-actually-happening-here\/nikolay-nikiforov-ria-novosti\/\" rel=\"attachment wp-att-1500\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-1500\" src=\"https:\/\/davidgerard.co.uk\/blockchain\/wp-content\/uploads\/2017\/10\/nikolay-nikiforov-ria-novosti-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/davidgerard.co.uk\/blockchain\/wp-content\/uploads\/2017\/10\/nikolay-nikiforov-ria-novosti-300x199.jpg 300w, https:\/\/davidgerard.co.uk\/blockchain\/wp-content\/uploads\/2017\/10\/nikolay-nikiforov-ria-novosti.jpg 640w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><a href=\"https:\/\/en.wikipedia.org\/wiki\/Nikolay_Nikiforov\">Nikolay Nikiforov<\/a>, the Minister for Communications and Mass Media, says this was a decision by President Putin, though Nikiforov was advocating it <a href=\"https:\/\/translate.google.co.uk\/translate?hl=en&amp;sl=ru&amp;u=https:\/\/rns.online\/finance\/Glava-Minkomsvyazi-vidit-perspektivu-shirokogo-rasprostraneniya-kriptorublya-2017-09-25\/&amp;prev=search\">last month<\/a>. &#8220;I<span class=\"notranslate\">f we do not, then in two months our neighbours in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Eurasian_Economic_Union\">Eurasian Economic Union<\/a> will do it.&#8221; (&#8220;\u0435\u0441\u043b\u0438 \u043c\u044b \u044d\u0442\u043e\u0433\u043e \u043d\u0435 \u0441\u0434\u0435\u043b\u0430\u0435\u043c, \u0442\u043e \u0447\u0435\u0440\u0435\u0437 2 \u043c\u0435\u0441\u044f\u0446\u0430 \u044d\u0442\u043e \u0441\u0434\u0435\u043b\u0430\u044e\u0442 \u043d\u0430\u0448\u0438 \u0441\u043e\u0441\u0435\u0434\u0438 \u043f\u043e \u0415\u0432\u0440\u0410\u0437\u042d\u0421.&#8221;) The plan is a closed model with regulated issuance of tokens, rather than Bitcoin-style mining.<\/span><\/p>\n<p><span class=\"notranslate\">Nikiforov seems to consider mathematics to work along national lines: &#8220;Russia&#8217;s cryptocurrency should use Russian cryptography, the minister said.&#8221; (&#8220;<\/span>\u0412 \u0440\u043e\u0441\u0441\u0438\u0439\u0441\u043a\u043e\u0439 \u043a\u0440\u0438\u043f\u0442\u043e\u0432\u0430\u043b\u044e\u0442\u0435 \u0434\u043e\u043b\u0436\u043d\u0430 \u0431\u044b\u0442\u044c \u0438\u0441\u043f\u043e\u043b\u044c\u0437\u043e\u0432\u0430\u043d\u0430 \u0440\u043e\u0441\u0441\u0438\u0439\u0441\u043a\u0430\u044f \u043a\u0440\u0438\u043f\u0442\u043e\u0433\u0440\u0430\u0444\u0438\u044f, \u043e\u0442\u043c\u0435\u0442\u0438\u043b \u043c\u0438\u043d\u0438\u0441\u0442\u0440.&#8221;) He <a href=\"https:\/\/translate.google.co.uk\/translate?hl=en&amp;sl=ru&amp;u=https:\/\/rns.online\/finance\/Glava-Minkomsvyazi-vidit-perspektivu-shirokogo-rasprostraneniya-kriptorublya-2017-09-25\/&amp;prev=search\">believes that<\/a>:<\/p>\n<blockquote><p><span class=\"notranslate\"> We cannot trust foreign cryptography in such a sensitive topic as cryptocurrencies.<\/span> <span class=\"notranslate\"> We cannot use these things for one simple reason\u00a0\u2014 we know that there are certain bookmark mechanisms in this cryptography.<\/span> <span class=\"notranslate\"> We have always guessed this, then it was published by Snowden, then it was confirmed by hundreds of other leaks.<\/span><\/p><\/blockquote>\n<p>This isn&#8217;t the first official-level &#8220;cryptoruble&#8221; proposal. From local crypto news site Bits Media&#8217;s <a href=\"https:\/\/translate.google.com\/translate?sl=ru&amp;tl=en&amp;js=y&amp;prev=_t&amp;hl=en&amp;ie=UTF-8&amp;u=https%3A%2F%2Fbits.media%2Fnews%2Ftsb-rf-vystupil-za-regulirovanie-kriptovalyut-ugolovnoy-otvetstvennosti-ne-budet%2F&amp;edit-text=\">coverage<\/a> of local fintech conference <a href=\"https:\/\/finopolis.ru\/en\/materials-of-forum\/2016\/\">Finopolis 2016<\/a> from October last year:<\/p>\n<blockquote><p><span class=\"notranslate\"> The Central Bank also continues discussing the possibilities of creating a state cryptocurrency, the so-called &#8220;digital ruble&#8221; or &#8220;bit-ruble&#8221; \u2014 the term appeared after the attempt of the Qiwi payment system to launch a cryptocurrency in the fall of 2015.<\/span> <span class=\"notranslate\"> The initiative met with sharp opposition from the authorities and initiated the creation of a bill banning cryptocurrencies in Russia. However, in the light of the new statements of the Central Bank and the Ministry of Finance, this project can be considered actually buried.<\/span><\/p><\/blockquote>\n<p>What\u00a0<span class=\"notranslate\">Nikiforov&#8217;s 2017 announcement<\/span> seems to be describing is a state-issued <a href=\"https:\/\/davidgerard.co.uk\/blockchain\/2017\/09\/16\/china-tethers-and-whats-happened-to-the-bitcoin-price-in-the-past-few-days\/\">Tether<\/a>-style token system (cryptographic &#8220;eurorubles&#8221;) with proper central bank backing \u2014 blockchain-based, but firmly controlled and strictly ruble-equivalent. It&#8217;s entirely unclear what this gets you over the centralised digital money we have now, maintained by your bank and accessed electronically, which works perfectly well in Russia (though <a href=\"https:\/\/www.tripsavvy.com\/debit-cards-credit-cards-and-cash-in-russia-1622453\">cash is still more common<\/a>).<\/p>\n<p>This appears to be a splashy buzzword-friendly announcement of the sort motivated by the internal needs of the bureaucracy to look good \u2014 if the President wants something, he gets it. <em>If<\/em> there&#8217;s anything to this, the resulting currency may rapidly turn into just another electronic payment system, because the design appears centralised enough that a blockchain gets you nothing except being able to say that you&#8217;re using a blockchain. The main impetus does appear to be a wish not to be outdone by their fellow EAEU members.<\/p>\n<p>Just a week ago, on 11 <span class=\"notranslate\">October, President Putin <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-10-10\/putin-is-said-to-hold-first-meeting-on-cryptocurrency-rules\">called for a strong regulatory environment<\/a> for cryptocurrencies, <span class=\"redactor-unlink\">ordering the<\/span> Ministry of Finance to control the release and circulation of cryptocurrency in Russia.
