To be clear, the non-encyclopedic content should be entirely deleted, without argument or discussion. It’s bizarre in my view that Wikipedia has no decent article about England’s greatest philosopher, and yet has an article about, er, a ‘cock ring’.

It’s not that I find the latter offensice. It’s just that it has no place in an encyclopedia.

I think it would be best to add some encyclopedic content first, before worrying about the non-encyclopedic content. E.g.
